Over the last three decades, China has recorded outstanding economic growth, which at the same time caused it to become the world’s largest emitter of CO2.
Emission trading has therefore become very important in the Chinese climate policy portfolio and several pilot emission trading systems have been launched in provinces and municipalities.
The preparations for the CN ETS have greatly advanced since the start of the ETS pilots in 2013. With the “Platform for Policy Dialogue and Cooperation between EU and China on Emission Trading” or shortly the “EU-China ETS project”, the EU aims at enhancing cooperation with China on climate change. The EU is doing this by continuing to support China in building up a nation-wide emission trading system contributing to reducing its greenhouse gas emissions. This goal shall be reached through the establishment and reinforcement of a policy dialogue between China and the EU and the support of the Chinese counterpart in building the technical and regulatory capacity of emission trading to authorities, industry representatives and verifiers in China.
The EPRD-led consortium has been selected by EUD for the final evaluation of the EU-China ETS project which overall goal is to enhance cooperation with China on climate change by continuing to support China in building up a nation-wide emission trading system contributing to reducing its greenhouse gas emissions. The main objectives of this final evaluation are to provide the EU and the interested stakeholders with an overall independent assessment of the past performance of the mentioned project “Platform for Policy Dialogue and Cooperation between EU and China on Emission Trading” as well as key lessons learned, conclusions and related recommendations to improve current and future Actions.
