The Digital Partnerships in Action (DPA) project aims to support the EU in the implementation of the Digital Partnerships with Japan, Republic of Korea and Singapore, seeking the alignment and convergence in different areas of the digital economy in order to facilitate connectivity, trade and cooperation for a human-centric digital transformation of the society.

Given the increasing importance of digital trade and the evolving political dynamics influencing trade patterns, it is essential to gain a comprehensive understanding of European companies’ activities in Japan’s digital services market. This insight will inform policy decisions and strategic initiatives aimed at enhancing EU-Japan digital trade relations.
The primary objective of this assignment is to appoint a Non-Key Expert to conduct an in-depth study on EU-Japan Digital Services Trade. The study aims to:

  • Assess the current landscape of digital services trade between the EU and Japan, identifying key sectors and stakeholders.
  • Analyse the market share and presence of European companies in Japan’s digital services sector, including financial flows and trade volumes.
  • Identify barriers and opportunities for European companies in the Japanese digital services market.
  • Provide recommendations to enhance EU-Japan digital trade relations, leveraging existing frameworks such as the EU-Japan Digital Partnership.
