EPRD, as the leader of an international consortium, has been awarded a new CARDS project in Croatia: Capacity building and grants to civil society organisations in social services (the contract value is 472 250 Euro). The project will commence in June 2006 and the period of execution is planned for 18 months.
The delivery of social service in Croatia in three sectors (health, social welfare and education), in a structured and continuous way, is considered to be one of the most important elements to the success of any systemic reform effort in those sectors. Both NGOs and local authorities/local institutions will be constantly facing new challenges not only in terms of identifying relevant services, but also of the need for regular quality assurance and accountability, new forms of team work, liaison with external partners and project management activities, etc.
The current project will contribute to development of sustainable and modern civil society sector through reinforcement of the innovative capacities of NGOs to establish a coherent partnership with the public institutions at the national/local level in provision of the targeted social services. Specific training activities for local authorities/institutions will be realised incorporating both theoretical and practical training elements, best practice examples/lessons learned in transitional countries. A group of Croatian experts will act as trainers/project promoters through mentoring and coaching approach that involves local reform actors and arranges for mutual learning and negotiation.
Other important elements of the project will be a study tour to a new member state in order to present various project promotion issues/mechanisms/techniques as well as the preparation of compendium of project ideas/concepts. Presented examples should provide readers with inspiration for new ideas, new ways of doing things and perhaps lead to new cooperation constellations as well as to assess projects in connection with the EC approval procedure.
The team in charge of the project’s implementation is led by the Polish Team Leader, which guarantees the flow of rich experiences of the EU New Member State to the Candidate Country, contributing to creation of a sustainable civil society sector in Croatia.
