Overall objectives The overall objective of the assignment is to improve access to and quality of education and thereby assist the GoS to achieve (Primary) Education for All by 2015, in line with MDG targets. Specific objectives The specific objective of the assignment, within the context of the Support to Education and Training Programme, is to evaluate the implementation modalities and the impact to date of the CGS including: - assessing and identifying the impact of additional funds channelled into the primary school system under the CGS to support ”quality enhancement” at the level of primary schools., establishing the impact of the CGS as a pro-poor intervention particularly for increasing and stabilizing OVC (Orphaned and Vulnerable Children) enrolment in primary schools; - arriving at recommendations how the CGS funding system for primary schools should be managed and monitored to achieve the intended results.
