The present Terms of Reference concern the Mid-Term Review of the €45M ”All ACP Agricultural Commodities Programme”, launched in September 2007. The programme aims at improving livelihoods for ACP producers of traditional and other agricultural commodities, and building capacities of stakeholders all along the commodity value chain to conceive sustainable commodity strategies, and implement strategic activities related thereto. The programme is due to end on 31/12/2010, but discussions are on-going for a possible extension of the implementation period, to take account of specificities of the consultative process which resulted in a longer period of preparation than initially planned. The Financing Agreement foresees that a mid-term review will be conducted in the second year of operation of the programme. This review is planned to provide an opportunity for member states, international organisations, the coordinating unit, the steering committee and the EC to assess progress and if needed to bring on the necessary changes to the programme. It will also provide a basis for the allocation of remaining reserve funds under the programme.
