Project description:

Energy is one of the basic and important infrastructures for the development of Nepal. However, only about 39% of the population, and lower than 9% of the rural population in Nepal have access to the electricity. The major energy sources of Nepal are biomass, imported fossil fuels, hydropower and renewable energy. Nepal does not have proven petroleum fuel resources, therefore the country relies on the imported petroleum products. Although, Nepal has huge hydropower energy resources, majority of them are untapped and the existing electricity consumption is only about 1.5%. Against this backdrop, renewable energy resources, particularly solar energy can play a significant role in the delivery of the energy services contributing to the rural development of Nepal. Renewable Energy Project Nepal (NPL/AIDCO/2000/2589) concentrates on the overarching objective of poverty alleviation in Nepal. The overall objective of this project is to create a renewable energy infrastructure in rural areas, through the provision of PV (Photovoltaic) systems for a total of 2.3 MW, which facilitates income generation, sustainable growth and delivery of social services, thus alleviating poverty. The global objective of the assignment is the technical assessment of the tender dossier prepared by the Project Task Force (PTF), and to provide sound technical inputs making tender dossier transparent, attractive for participation of maximum number of companies, who could provide solar PV equipments of desired quality at the best possible price, to be installed in the remote areas covering about 300 VDCs from 21 districts of Nepal. The specific objective of the Contractor is to review, assess and modify/improve as necessary the Technical Specifications prepared by the PTF for the Institutional Solar PV systems of different sizes for agro-milling, water-pumping, electrification, social applications, and small business applications, which are designed based on the respective energy service demand, climatic condition, and remoteness of the areas to be installed. Also, the Contractor is to provide clear and specific recommendation on options of making either a single lot or multiple lots, which is basically in view of the geography of the areas to be installed. Overall, the tender should be more attractive bringing sufficient numbers of companies to participate in the tendering with a best offer with quality products.
