The overall objective of the project of which this contract will be a part is that quality of the production of news on national level and collaboration within parties of PBS system is improved. The specific objective is to enlarge and setup news production technology base for BHRT journalists. Preparation of function-oriented Technical Specifications related to News Production and Playout with Editing within BHRT, which shell define the products to be procured under supply tender to be launched in accordance with Practical Guide to Contract procedures for EC External actions (PRAG). Technical specifications must afford equal access for tenderers and not have the effect of creating unjustified obstacles to competitive tendering. List of more than 1 product (preferably 3) per item meeting requirement of the Technical Specification drawn and originating in the eligible country (EU MS, Albania, Bosnia and Herzegovina, Croatia, FYROM, Serbia, Monte Negro, Iceland, Norway, Turkey, Lichtenstein) shall be submitted as well. Technical Specifications mentioning or describing products of a given brand or origin and thereby favouring or excluding certain products are prohibited. However, where products cannot be described in a sufficiently clear or intelligible manner, they may be named as long as they are followed by the words ”or equivalent”. The Contractor shall produce Technical Specification, setting out the expected timescales for the delivery of the Equipment. The Contractor shall state any assumptions, dependencies or constraints that were taken into account in development of the Technical Specifications. The Technical Specification must be prepared in accordance with PRAG template.
