In order to provide good absorption of SF assistance, the Bulgarian institutions has focused a large amount of efforts to ensure the quality project preparation and the reliability of the delivery mechanisms. To be supported under an Operational Programme, projects should be financially, economically, socially, and environmentally sound. In order to prove this, they will have to be prepared according to a number of substantive and technical criteria. Above all, they will need to respond well to the objectives of the Operational Programmes, fit clearly into one of priorities, have co-financing resources in place and be capable of completion with the required time scale. The overall objective is to enhance efficient expenditure of Structural Funds (ERDF and ESF) resources in Human Resources, Administrative Capacity and regional Development Operational Programmes related measures in financing period 2007-2013. The specific purposes to be achieved through the project activities are: • To quality control project documents until they reach a stage of “fully fledged” project proposals including all supporting documents ready for support under the Human Resource, Administrative Capacity and regional Development OPs for the programming period 2007-2013. The application forms must be accompanied by all annexes, licences and permits as prescribed in the measure specific SF call for proposals. • To quality check the operational manual for the most efficient functioning of the Project Generation Facility • Efficient co-ordination and cooperation between elaboration and quality control contractor. The project management of these contractors should understand, synchronize and harmonize the content and procedures as well as quality standards within all the three projects
