Study of pre conditions and direction policies for spatial management for the city and gmina of Sędziszów

In line with the conditions set out in the spatial management act of 7 July 1994 the aim of the study was to establish the Gmina’s spatial policy by mapping out the preconditions and directions for its spatial economic development, and was formulated in answer to the issue of economic resources and aims over an extended period of time. The basis for the formulation of such a spatial policy was the identification of the Gmina’s already in existence preconditions for development. The act on economic spatial development states the issues which should be addressed in the realization of such a study. Here a well placed diagnosis was essential and was essentially the starting point for our subsequent actions which we aimed at determining the Gmina’s spatial development strategy. This is why we took particular care in identifying local conditions which could have a direct bearing on the Gmina’s overall developmental trends. This was not just an urban inventory but an attempt to describe the most essential occurrences and processes likely to effect the future of a Gmina and the creation of a list of the most pressing issues facing the spatial development of the Gmina. We agreed that a study setting down developmental preconditions for a Gmina’s spatial development, should not only formally fulfil the legislative requirements demanded of local self-government but should also seek to provide answers to questions about contemporary issues facing local self governments e.g. - possibilities of improving competitiveness - possibilities of improving living standards of inhabitants. The other proposals contained in the study could not however be detached from the realities in which the Gmina functions. Consequently the spatial development issue with which a Gmina has to cope with, needed to be associated with elements of its socio-economic development strategy. For the realisation of short and medium term developmental objectives it was necessary to tie-up such undertakings with Gmina finances, and hence to incumbent constraints and possibilities of its budget. It is obviously clear a Gmina’s spatial policy could be formulated without the involvement or support of the local community and the Gmina Council and Executive Board. It was of course the remarks opinions and suggestion that formed the essential guidelines for the proposed solutions contained within the Study Project. The team of writers was unanimous that the study should not arise solely for the local community (written by us for them) but more importantly evolve with the local community and therefore have a significant bearing on the method in the way the project was to be worked or carried out.
