The Customs Administration (MCA) is part of the Ministry of Finance and it is responsible for the collection of customs, duties, excises and VAT on imports, as well as for the prevention of illegal imports and exports. The management of the MCA has embarked upon an ambitious reform process, and there are a lot of ongoing activities in a number of areas. The project is intended to assist the Customs Administration in developing terms of reference for the implementation of a technical assistance project to be financed under IPA. The overall objective of the project is to support the reform process undertaken by the MCA and enhancing organizational and operative efficiency of the customs services in the former Yugoslav Republic of Macedonia. The specific objective of the assignment is to prepare ToRs for the IPA 2007 annual programme projects for the MCA, based on an analysis of the past and ongoing programmes in the sector and taking into consideration the current development of the reform process.
