Project description:

The Livestock Farmer Support Project (the Project) is financed by the European Union with a grant of €5 million. The Executing Agency is the Ministry of Agriculture and Forestry (MAF); the Implementing Agency is the Department of Livestock and Fisheries (DLF). The Financing Agreement for the project was signed on 7 October 2004. Implementation officially commenced in September 2005 with the arrival of the TA team and is scheduled to end in 2009. The project aims to help alleviate poverty and improve living conditions in six northern provinces of Lao PDR through improving livestock health, husbandry, nutrition and marketing. The overall objective is to improve rural livelihoods of poor households by increasing the value of their assets and their agricultural output. The Project purpose is to sustainably increase profits for livestock farmers in Northern Laos from improved management and sales as provided by effective livestock services. The envisaged results of the Project are organised into four components: • Livestock Marketing Systems Improved (LMS) • Animal Health Services Support Improved (AHSS) • Animal Nutrition Services Improved (ANS) • Improved Animal Husbandry & Livestock Purchase under Credit Scheme The project is now approaching its mid-point. It is therefore timely for a Mid-term Review to be undertaken. The review will provide the Commission, the Lao Government and programme management with an independent view of progress and achievements to date. The mission will assess performance against the usual evaluation criteria of relevance, efficiency, effectiveness, impact and sustainability. As this is a Mid-term Review and not an end of project evaluation emphasis will be placed on the criteria of relevance, efficiency and effectiveness. In addition the mission will assess whether the project will be able to generate the expected impacts given its current status and rate of progress and whether conditions for sustaining project benefits are likely to exist at the end of the project.
