“Support to the preparation of a composite review on adult learning (AL) in the EU neighbouring countries”

EPRD will support ETF in preparing a composite review on Adult Learning in the EU neighbouring countries, the aim of which will be to consolidate ETF’s internal knowledge, particularly on upskilling and reskilling opportunities. Based on desk research and interviews, EPRD will produce eight concise country papers on the legal and institutional setup of Adult Learning in Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, Moldova, and Ukraine. These papers will assess the current state of Adult Learning and will provide insight into system structures and challenges. The findings will contribute to national, regional, and international debates, inform ETF’s future activities, and support EU policy dialogue and funding decisions in the field of human capital development. The study will focus on Adult Learning as a key part of lifelong learning, including both formal and non-formal learning, upskilling, reskilling, and the development of a broad range of skills. The project will commence in April 2025 and will be finalized in February 2026.
