The objective of this assignment is support to ETF in quality, evidence-based policy assessment and preparation of recommendations for policy makers, education and training providers in three areas: lifelong entrepreneurial learning, women’s entrepreneurship and skills for SMEs. Experts engaged under these terms of reference will support the national governments and the ETF in gathering intelligence and analysis as input to the ETF's assessment of the human capital dimensions of the SBA. The human capital dimension within SBA are: - dimension 1: entrepreneurial learning and women’s entrepreneurship - dimension 8: skills for SME’s Overall, the SBA analysis comprises the following steps: 1). Preparation and self-assessment (phase completed in 2018) 2). Focus groups and finalisation of the assessment 3). Drafting and dissemination
