Project description:

The strategy elaboration process will comprise two phases: 1) The principle objective of the first phase is to identify a specific menu of options for an effective adaptation strategy to address the impact of the reform at both the economic, social and environmental level in Barbados. This phase will also include the estimation of costs of different options, and the identification of the roles of different stakeholders (public and private, national and donors) potentially involved in the implementation of the strategic options, i.a. in terms of cost sharing. Options for implementation and disbursement mechanisms for an effective EC assistance package will also be proposed and analysed. The options identified shall correspond to comprehensive strategies, but shall focus more specifically on those interventions to be carried out beyond existing industry plans, due to changes to the EU regime. 2) The second phase aims to obtain a consensus, at national level, on a given adaptation options, and to develop it into a fully fledged strategy. It will also define the most suitable elements and modalities for EC support, within the principles established by the above-mentioned EC “Action Plan” and other EC regulatory frameworks for development assistance.
