• the four Governments (Government of Serbia, FYR Macedonia, Kosovo, Montenegrin Government) in their engagements of restructuring and reforming their economies and adapting their vocational education schemes accordingly, • employers, • the inadequately skilled and the unskilled labour force, as well as the unemployed and the redundant people, • trainers, teachers and students involved in VET.
The European Agency for Reconstruction is responsible for the management of the main EC assistance programmes in Serbia and Montenegro (the Republic of Serbia, Kosovo, and the Republic of Montenegro) and the Former Yugoslav Republic of Macedonia. The objectives of current EC-funded programmes managed by the Agency are: (i) to support good governance, institution building and the rule of law, (ii) to continue supporting the development of a market economy while investing further in critical physical infrastructure and environmental actions and (iii) to support social development and the strengthening of civil society. The Agency’s Evaluation Unit, based in the Agency’s Headquarters in Thessaloniki, is part of the Programming and Quality Assurance Division. The Unit has been looking for a team of evaluation experts for a short term technical assistance in assessing the Agency’s VET interventions. High unemployment and outdated vocational training are major obstacles for the stabilisation and economic growth of the Western Balkans. Competitive and dynamic labour force is required. In order to overcome these obstacles the EC has provided substantial assistance to Serbia, Montenegro, Kosovo and fYR Macedonia in vocational education and training. The Agency’s activities are implemented in the field of • Design and implementation of education and vocational training programmes; • Capacity building in policy and strategy development; • Technical assistance to VET institution building; • Rehabilitation and improvement of physical infrastructure; • Provision of VET equipment and related training; • Extensive teacher training; • Development of occupational standards, occupational classification system and curriculum development. The overall objective of the evaluation is to contribute to the improvement of the quality of the Agency’s Vocational Education and Training Programmes in Serbia, Kosovo, Montenegro and fYR Macedonia. Consultancy services shall: 1. Provide as a cross-centre issue an impartial assessment of the contribution the EC’s/Agency’s Vocational Education and Training Programmes made to the economic and social restructuring process in Serbia, Kosovo, Montenegro and fYR Macedonia with regard to their design, their relevance for the labour market and the education system, their efficiency and effectiveness, and their sustainability and impact on the labour market and the education system; 2. Identify and recommend topics and issues affecting future EC funded interventions in the field of Vocational Education and Training.
