Preparation of Sector Analyses for IPARD

The global objective of this assignment is to examine the current situation of the sectors to be supported in Turkey under the Rural Development component within the IPA-2 (Instrument for Pre-Accession Assistance) framework covering the period of 2014-2020. The specific objectives of this assignment are to: - carry out a comprehensive study, assessing in detail the red meat, poultry, egg, dairy, fruit and vegetables, fisheries and aquaculture sectors in Turkey and providing an overview of the entire production, processing and marketing system of these sectors with special emphasis on the needs of the sectors in terms of EU alignment and how IPARD measures may contribute to the alignment process. Conduct a comprehensive study, assessing in detail axis 3 (farm diversification and business development and rural infrastructure ) areas. - assess the strengths, weaknesses, opportunities and threats for the sectors based on the above mentioned analysis. - provide policy recommendations based on the prior analysis for the improvement of axis 1 investment areas (especially red meat, poultry and egg, dairy, fruit and vegetables, and fisheries and aquaculture sectors) and axis 3 investment areas (including investments) that would lead to a more sustainable and competitive sub-sector. The project will be implemented between October 2013 and March 2014.
