Review of Evaluation process for IPA 2007 Supply of equipment for Anti-Smuggling Units (Croatian Customs Administration) in Croatia

The EU pre-accession technical assistance to Croatia is decentralised to the Central Finance and Contracting Agency (CFCA) under the so called "Decentralised System" (DIS). In that context the European Union Delegation (EUD) is asked to monitor all phases of tender procurement of EU pre-accession funds to Croatia. In that respect the EUD has to give its ex-ante approval on procedural outputs issued by the CFCA and may also participate as observer to evaluation committees meetings. The tender for a supply of "Equipment for Anti-smuggling Units" of the Croatian Customs Administration includes 8 Lots: - Lot 1 – Vans, vehicles for transport of official dogs and personal vehicles - Lot 2 – All terrain vehicles - Lot 3 – Mobile x-ray vehicle - Lot 4 – Official dogs - Lot 5 – Patrol sea boats - Lot 6 – Patrol river boats - Lot 7 – Trace detectors - Lot 8 – Contraband detectors Global objective is to support the EUD in the ex ante control (under DIS) of the supply tender "Equipment for Anti-smuggling Units" financed by IPA 2007. Specific objectives include supporting EUD in the: - informal check of Q&A related to the Tender Dossier, - observation of the evaluation phase, and - ex ante control of evaluation report.
