The Zachodniopomorskie voivodship is one of the regions with the lowest expenditures on research and development sphere in the enterprises sector and the lowest rate of employees’ participation in research and development activities. Most of the regional Operational Programme for the Zachodniopomorskie voivodship 2007-2013 (ROP ZV) funds has been allocated for the Priority 1: Economy-Innovation-Technology. The main objective of this priority is increase of competitiveness and innovation levels in the regional economy. Development of networks of cooperation linkages in the enterprises sector, education and science, research and development is among the specific objectives of the Priority 1. This priority includes support for activities directed at the development of companies of the SME sector through, inter alia, investments, consulting and financing expenses related to financial engineering support instrument. In order to strengthen the financial support for entrepreneurship, the utilisation of possibility of financing instruments creation and development offered by JEREMIE community initiative has been assumed.
