Study for an EaP IBM Flagship Initiative project

The purpose of this study is to design and prepare the necessary actions/activities which could be developed, at the regional and in-country levels, in the form of an EaP IBM Flagship Initiative project scheduled to begin end of 2011 to strengthen the establishment of a proper IBM system in each partner country and at regional level. As such, the global objective of this study is in line with the Commission Staff Working Document accompanying the EaP Communication of 3 December 2008 setting up the development of a programme on IBM at the EaP countries’ non-EU borders. The study seeks to contribute to this process by taking stock of the state-of-play of IBM concept, standards and best practices among relevant officials and practitioners in the partner countries, identifying the needs in this respect and the type of objectives and actions to be pursued in an EaP IBM Flagship Initiative project which will be implemented at regional and national levels. It should be underlined, that this project will support a multidisciplinary approach, i.e. officials and practitioners will include border police, customs officers, and possibly also veterinary and physo-sanitary inspection officers.
