Project description:

Implementation of an appropriate system for the identification and registration of sheep and goats is one of the short term priorities outlined in the Accession Partnership for the Turkish Government in the course of progress towards accession to the European Union. Adoption of control measures for animal diseases and setting up eradication plans on the basis of animal health situation is one of the medium term priorities and key element for EU- Turkey accession negotiations. In Turkey there is no system in place for the identification and registration of sheep and goats in line with the relevant EU legislation. As sheep and goats are not identified and the holdings rearing these animals are not registered their movements can not be monitored which is crucial for both disease eradication and the tracing back to the farm of the animal products for consumptions which in return threatens public health. Being a candidate country for EU membership Turkey has to align its systems and increase the animal health status to EU level. The draft legislation has been prepared to comply with relevant EU legislation in order to establish an identification and registration system for sheep and goats and the control of PPR disease in Turkey. The overall objective is assisting the EC Delegation in its efforts to support Turkey in the establishment of functional sheep and goat identification and registration system as well as combat against PPR disease. The specific objective of the assignment is assisting the EC Delegation on its ex-ante control during the start of implementation of the project “Tagging and Vaccination of Sheep and Goats” which will support the Ministry of Agriculture and Rural Affairs to establish a functioning sheep and goats’ identification and registration system as required by the EU acquis.
