In pursuance of the requirements determined by the act dated on 7 July 1994 about the spatial planning, the main objective of the elaboration of conditions and directions of spatial planning in the study is to define the spatial policy of the gmina. It is the answer to the question which relates to aims and measures of spatial management of the gmina in the long term. Gmina Pilzno belongs to the podkarpackie voyevodship (before 1.01.1999 to tarnowskie voyevodship) and it is situated on the west part of this voivodship, being the part of dębicki poviat. The residence of the gmina’s authorities is situated 21 km east of Tarnów and 58 km from Rzeszów – the capital of the podkarpackie voivodship. The area of the gmina amounts to about 165,39 km2, that is about 0,87% of the podkarpackie voivodship area. Population of the gmina amounts to 17,1 thousand of inhabitants. According to regional geographical division mentioned by the authors of “Natural environment of tarnowskie voivodship” – Tarnów 1995, the gmina is bordering on two provinces. On the north there is Kotlina Sandomierska and on the south Pogórze Karpackie. In the area of Kotlina Sandomierska the west and the central part of gmina is situated on the Wysoczyzna Tarnowska, and a little piece of its east part is in the Nadwiślańska lowland. The south brink of gmina Pilzno is mainly situated on the Pogórze Ciężkowickie, which possesses entirely different landscape from, separated by Podgórze Karpackie, Sandomierska valley. From the west to the east runs national road no 4 (Koraków – Rzeszów) and from the north to the south runs national road no 922 (Pilzno- Jasło)
