Technical Assistance to the NAO Office in Belize

The unprecedented fivefold increase in the amount EC resources to Belize (due to sugar funds and 10th EDF) as well as the country’s ineligibility to Budget Support has posed very difficult challenges in project management for the NAO. The current TA support to the NAO which begun in January 2009 and ends in September 2009 has been able to address some of the major constraints affecting the performance of the office, such as reorganisation of the Organograme, training and improved EDF/Budget procedures, however it is unlikely that the newly recruited NAO staff will able to assume full responsibility of their mandate without further coaching and mentoring. The overall objective of the project is to contribute towards increasing the efficiency in the design, implementation and execution of all EC development programmes in Belize to increase the impact of EC development cooperation on poverty reduction. The specific objective is to strengthen the capacity of the National Authorising Office to efficiently execute its mandate as stated in the Cotonou Partnership Agreement.
