Project description:

The last 28 years of reform since 1979 has witnessed China’s rapid economic growth and profound social change. This rapid economic growth has resulted in substantial improvements in living standards for many Chinese people. However, the benefits of this growth have not been equitably distributed and the unprecedented change has brought also major challenges. These challenges include uneven development between rural and urban areas and within and between different provinces and districts, large variations in growth and employment trends in different sectors and more pressure on dealing with population-resource-environment relationships. These difficulties need to be solved concerning the interest of ordinary people in the areas of employment, social security, income distribution and medical care. In 2004, the European Commission (EC) and the Government of the People’s Republic of China (the Beneficiary) agreed on a five years EU – China Social Security Reform Cooperation Project (EUCSS). The overall objective of the mid-term evaluation is to improve the design and the impact of the EC managed external assistance programmes, by strengthening the EC ability to draw on lessons learnt from past and ongoing interventions for future planning, programming and project identification. The specific objective of the mid-term evaluation is to check on the achievements of the project, particularly with regard to impact and sustainability of the various interventions by the different project sectors. The mission team will be required to assess the level of success in addressing the raised problems, and to evaluate the achievements and weaknesses of the project in respect of the five EC evaluation criteria taking into account the particular situation of the project and the realities on the ground.
