Assistance to the EC Delegation for the Revision of Pre and Tender Documents for setting up reception and removal centres in Turkey

In Turkey, currently, the Ministry of Interior (MoI) is in charge of both asylum and migration policies and their implementation. As such, the MoI has to deal with all requests for asylum or for subsidiary protection and with flows if illegal migrants and it has to provide for their reception and accommodation in good conditions, in line with human rights and with the international standards foreseen by the treaties to which Turkey is part. There are no reception or removal centres functioning in Turkey yet, but the government has decided to start building a network of such centres. It has requested and received EU financial cooperation for two projects under 2007 IPA – one for creation of reception, screening and accommodation of asylum seekers and refugees and one for the creation of removal centres for illegal migrants. The MoI has assigned a complex team of experts for the preparation and implementation of this project. The CFCU as contracting authority has tendered and is presently contracting a technical assistance project aimed at providing the technical expertise in order to draft the detailed feasibility study and to prepare the tendering documents for the two projects above mentioned.
