Human Capital Operational Programme (HC OP) is one of operational programmes designed for realization of National Strategic Reference Framework 2007-2013 and covers the entire intervention of the European Social Fund in Poland. The main objective of the Programme is to allow full deployment of human resources through an increase in employment and of adaptation potential of enterprises and their personnel, improving the educational level of the society, reducing areas of social exclusion and support for establishment of administrative structures of the state. The aim of the project is to conduct the evaluation research concerning assessment of structures and mechanisms of Human Capital Operational Programme management and implementation in view of their influence on flow of information between institutions engaged in HC OP implementation and Beneficiaries (project promoters). The assignment comprises: elaboration of the methodological report, conducting the evaluation research and preparation of the final report. The thematic scope of the research includes: a) assessment of cooperation of the Intermediary Body (IB) with other institutions involved in the implementation of HC OP regional component; In the framework of this area, three sub-areas have been singled out: human resources, communication and procedures. b) assessment of communication and cooperation between bodies involved in the implementation of HC OP regional component and Beneficiaries (project promoters).
