Technical Assistance for drawing up Terms of References for the Macedonian Public Revenue Office

The assignment is intended to assist the Macedonian Public Revenue Office in developing Terms of Reference (ToR) for the implementation of a Technical Assistance Project and a Project Fiche for a Twinning Light project, both financed under IPA. It is expected that the ToR and Twinning Light Project Fiche will ensure that the expected results in the Project Fiche 3.2 –Tax Reform are achieved, and the project purpose is met. The overall objective of the project is to improve the performance of the Public Revenue Office (PRO) and Ministry of Finance (MoF) with regard to revenue collection, services to taxpayers and combating corruption by further harmonising the legal framework with the EU acquis and reinforcing the institutional capacity to collect taxes. The specific objective of this assignment is to prepare ToR for a Technical Assistance Project and a Project Fiche for a Twinning Light project for the IPA 2007 National Programme for the PRO and MoF, based on an analysis of the past and ongoing programmes in the sector and taking into consideration the current development of the reform process
