Project description:

JASPERS (Joint Assistance in Supporting Projects in European regions) is a partnership between the Commission, the European Investment Bank and the European Bank for Reconstruction and Development (EBRD). JASPERS aims to improve the preparation of major projects to be co-financed by the Cohesion Fund and the European regional Development Fund (ERDF) in the New Member States during the period 2007-2013. For the year 2007, JASPERS had agreed an Action Plan with each one of the new Member States that lists the specific projects which the assistance is requested, mainly in the sectors of environment and transport. Poland presented an action plan with 11 projects in the rail sector and 21 projects in the road sector which are intended to be financed through structural funds. The objective of this assignment is to support the EIB in providing technical assistance services to EU Member States within JASPERS. In this context, the Consultant shall assists JASPERS staff in reviewing project proposals in the rail and road sectors. In order to achieve this objective, the Consultant is expected to provide an expert opinion about the technical and procedural aspects, among others of: • The quality of the EIS prepared for the projects and their NTS; • The proper implementation of art. 6 (3) and 6 (4) of Habitat Directive and the quality of the appropriate assessment carried out, if applicable. • The application prepared to requests the EU support in co-financing the project, particularly section F – Analysis of the environment and its supporting documents. The Consultant may be also asked to analyse national implementation of the EIA procedure as well as assist in specific tasks on horizontal issues.
