End of Project Evaluation of the National Component of the Sustainable Nutrition Rehabilitation Programme

The global objective is to advise the Government of Malawi, the European Commission and other donors (through the nutrition sub-committee of the Joint Task on Food and Nutrition Security) on the strengths and weaknesses of the current nutrition surveillance system and to make recommendations on its improvement, integration into other existing data flows, and more effective use. Specific objectives: The assignment is divided into two parts with two specific objectives. These are: 1) Undertake an end of term project evaluation (relevance and quality of design; efficiency; effectiveness; sustainability) to determine the extent to which SNRP has strengthened the national ownership and capacity to recognise, react to and adequately address malnutrition and establishing whether project targets in the logical framework have been attained. Each aspect of the project should be graded. 2)Undertake a rigorous technical review of the Integrated Nutrition and Food Security Surveillance System (INFSSS - an example of the bulletin is annexed to these ToRs). Evaluate the statistical underpinning of the surveillance system, its accuracy, coverage, relevance, timeliness, and appropriateness for decision making.
