Provision of the technical assistance related to implementation of projects financed within Phare 2005 grant scheme for Business-related Infrastructure - Croatia

Delegation of the European Commission in the Republic of Croatia is monitoring the implementation of grant contracts financed through Phare 2005 programme, Grant scheme for Business Related Infrastructure. It is expected that 7-9 projects will be financed through grant contracts which will be financed from the a.m. programme. Contracts will be concluded between selected applicants (grant beneficiaries) and the Contracting Authority (Central Finance and Contracting Unit of the Ministry of Finance) by 30 November 2007. Their implementation deadline expires on 30 January 2009. Grant beneficiaries will benefit from some technical assistance for project implementation (in total 90 expert days) provided from CARDS 2004 programme: regional Development Capacity Building. The technical assistance contract is in force during the whole duration of the framework contract. The aim of this intervention is to provide the Delegation with technical expertise for checking of technical implementation of grant projects, in particular with regards to works components of projects, and to prepare the Delegation for future monitoring of a similar scheme within IPA regional Competitiveness programme 2007-09. Specifically, the Consultant will verify regularity of secondary procurements performed by grant beneficiaries for works, and will identify best monitoring practices to be applied to a similar scheme within IPA regional Competitiveness programme 2007-09.
