The Vocational Qualifications Authority (VQA) was established in September 2006 with the Law No 5544. The objective of this Law as mentioned in the first article is to determine the basis of national qualifications in technical and vocational fields based on national and international occupational standards, to establish the VQA in order to establish and execute the national qualifications system necessary for performing the activities concerning supervision, assessment, evaluation, documentation and certification, to determine its principles and to assure the arrangement of the issues related to National Qualifications Framework. The global objective of the assignment is to contribute to timely and successful implementation of EU funded ”Strengthening Vocational Qualifications Authority (VQA) and National Qualifications System (NQS) in Turkey” Project financed under 2007 Annual Programme, which is expected to commence in 2008. The specific objectives of the assignment are to support the VQA for the preparations of; • Needs Analysis and Terms of Reference (TOR) for the Service Tender, • Needs Analysis, Technical Specifications and Market Research for the Supply Tender in accordance with EU-PRAG rules.
