The overall objective of the programme of which this contract will be a part is to prepare the Turkish Cypriot community for implementation of the acquis communautaire, in particular in the drinking water and wastewater sectors, waste, energy and telecommunication. The purpose of this contract is to provide support to the Contracting Authority (the European Community, represented by the European Commission, DG ELRAG A3, for and on behalf of the Turkish Cypriot community) in the implementation of projects in water and wastewater, solid waste, energy and telecommunication sectors. In particular, assistance is required for the following tasks: 1.preparation of Terms of Reference (ToR); 2.drafting or review of Technical Specifications and other Tender Documents for Works and Supply Tenders; 3.assistance to the Contracting Authority during the tendering stage, including advice on replies to Tenderers’ questions; 4.acting as Voting Member during the pre-qualification procedure for short-listing of candidates to Service tender procedures and during evaluations of Service, Supply and Works tenders; 5.assistance in pre-contract discussions with successful Tenderer(s) before contract signature; 6.other assistance on an on-call basis.
