Project description:

The former Yugoslav Republic of Macedonia is a candidate country of the European Union since December 2005 and is eligible to EU- pre-accession support through IPA (Instrument for Pre-Accession Assistance). Under the IPA-assistance the Rural Development Component has the specific triple longterm objectives of preparing the agri-food sector to meet the requirements of the EU acquis, helping the beneficiary country to get ready for effective implementation of programmes under the European Agricultural Fund for Rural Development (EARDF) upon accession and contributing to the economic development of rural areas. IPA funds under the Rural Development Component will be implemented through the IPARD Programme, which will be negotiated between the EC and the former Yugoslav Republic of Macedonia The preparation of an IPA Rural Development Programme (IPARD) for the period 2007- 2013 and the establishment of an IPARD agency are two main obligations that the former Yugoslav Republic of Macedonia needs to fulfill in order to make use of IPA Rural Development Funds. The overall objective of the project of which this contract will be a part is to assist the national authorities in preparing the implementation of the Rural Development component of IPA. The purpose of this contract is to carry out an ex-ante evaluation of the draft of the IPARD Programme. Ex ante evaluation shall form part of the IPARD Programme and aim to optimise the allocation of resources and improve programming quality as well as contributing to capacity building for future monitoring and evaluation activities.
