The global objective is to examine the potential of improving employability of University graduates by meeting the skills need of the Serbian labour market through the introduction of graduate conversion courses (EU recognised). The specific objectives of this study are the following: • Develop an overall analysis of the existing situation of graduate employment and unemployment in Serbia; • Develop an overall needs analysis of the labour market in Serbia for graduate skills; • In view of on-going reforms/support, determine whether there is a potential for the introduction of graduate conversion courses (EU recognised) in the Serbian higher education system that will promote employability; • Ensure there is key stakeholder buy-in and full support by key line ministries to ensure sustainability and cooperation between key line ministries • Develop, design and cost an appropriate system to introduce graduate conversion course system on a phased basis in the Serbian higher education system • Prepare an implementation strategy on how best national, EU and other funding can be used to support the graduate conversion system within the on-going reform of the university system in Serbia. • Prepare a Terms of Reference for a future EU Service contract to support implementation of the graduate conversion system.
