Project description:

Expected improvements in the project will result from three major lines of activities. First stands the goal of helping to develop a policy environment supportive of SME growth. Then, the project shall stimulate business consultancy advice for SME, and finally it shall introduce innovative SME support tools and strengthen existing facilities including training, access to finances, comparative benchmarking and awareness of cluster approach. This can be achieved by assisting the State Committee of Ukraine for Regulatory Policy and Entrepreneurship (SCURPE) to introduce and make use of best practices as a flexible policy instrument in order to improve the general performance of various SME layers in the Ukrainian economy. Then it’s aimed at strengthening the capacities of Ukrainian organisations bringing support to development of private sustainable enterprises with a regional scope and sector-based (Trans European Network axis). Among these, a preliminary list (not exclusive) would suggest collaboration with: (1) in Rivne, Zhitomir, Chernihiv, the regional Administrations (civil servants), local entrepreneurs, business and credit associations, consultants, bankers, (2) the Ukrainian Chamber of Commerce and Industry (UCCI), (3) the Centre for Regulatory Policy Studies (CRPS), (4) the SME Development Portal www.vlasnasprava.info, (5) the Ukrainian Association of Management Consultants (UAMC), (6) the Universities and Higher Education Institutes of the selected participating Oblasts to develop bridges with future entrepreneurs, (7) Consortium for Enhancement of Management Education in Ukraine (CEUME) and (8) the Ukrainian Centre for Enterprise Restructuring and Private Sector Development (UCER).
