The development of a dynamic and open Knowledge Based Society is undoubtedly one of the key challenges that will be facing the Arab states in the coming years. Since 2002, the successive UNDP’s Human Development Reports on Arab countries - both at country and regional levels- have extensively underlined this challenge and called for concrete actions and initiatives to facilitate the production, accumulation, dissemination and utilisation of tacit and codified knowledge in the Arab region. Research, Development (R&D) and Innovation are widely recognised for being the major components towards the establishment and consolidation of a knowledge based society. The global objective of the programme is to support and facilitate the Egyptian participation in the European Research Area and notably to EC RTD Framework Programmes and to support Egypt in stepping into the era of the new economy based on knowledge, information and innovation. The main activities of the Programme will consist of policy advice, technical assistance and training.
