Key stakeholders in the programme are the Ministries of Health and that of Education & Sports, with direct beneficiaries being the current and future generations of health workers and their various managers, trainers, policy makers and planners.

Project description:

The objective of the MTR is to provide the EU and other stakeholders in human resources for health development with sufficient information to make an informed judgment about the performance of the programme (namely its efficiency, effectiveness and relevance), and recommendations based on the findings of the evaluators about any required changes to project scope (such as objectives, duration, financing, management etc). The overall objective of the programme is to ensure the attainment of a well-trained and motivated workforce to meet the current and future health needs of Uganda, ultimately improving the health status of the population. Specific objectives: •To assess project’s implementation progress and achievements against the pre-set targets •To determine whether project’s objectives are still relevant and realistic •To assess project’s main strengths, weaknesses and any constraints to the implementation •To analyse the design of the programme, and if it is still appropriate to problems to be solved and preset targets to be achieved •To document lessons learned and best practices to further improve programme implementation. •Provide inputs for decision making by the EU and the Government of Uganda regarding requirements for revising the Financing Agreement and possible extension of the project •To make specific recommendations related to budget, timeline, and consultant inputs required for the completion of civil works and supplies
