The unstable situation after a civil war destroyed most of the basic infrastructure of the country, the overall objective of the Reintegration Programme for Returnees and Displaced People in Liberia is to assist the reintegration of returnees and displaced Liberians by improving the health status of the Liberian people; by improving access to clean water, sanitation and electricity; by improving living standards, particularly regarding food security and family income; by improving access to isolated rural areas; by strengthen local capacity. The main purpose is the evaluation aims to an assessment of the execution of the programme, in particular, its coherence with broader country strategies and policies, its design and concretization by the implementation and its results that contribute to a sustainable development of the county. Particular attention will be given to achievements to self-sustained development in the sectors of intervention as well as to increased ownership of the development process in the light of a particular institutional weakness of the Liberian institutions.
