Facilitate the implementation of the Torino process 2018-20 in Ukraine

Torino Process cycle 2019 -2020 is taking place when in Ukraine there is already a changing course of the policy on VET and skills sector. Torino process is confirmed as an exercise of strategic importance for the Ministry of Education. In addition to the national policy level, Torino process has also been seen as a tool to support the decentralisation process with the implementation at subnational level. In 2014 cycle, 5 pilot regions took part in the exercise, while in 2016/17,it was implemented in all 24 regions and City of Kyiv. In 2019 -2020 cycle, in the context of Ukraine’s decentralisation, the Torino Process will be implemented at two levels: at national level, using newly proposed ETF National Report Framework and at regional level, through self-assessments and analyses of Human Capital Development issues in 24 Ukrainian oblasts
