Mid-Term Evaluation Support to Public Administration Reform and Local Development The main objective of the evaluation to be carried out by EPRD is to provide the relevant services of the European Union, the interested stakeholders with: an overall independent assessment of the past performance of the 'Support to Public Administration Reform and Local Development' Programme, paying particular attention to its results measured against its objectives; Key lessons and recommendations in order to improve current performance of the programme and to provide an insight into future cooperation with Egypt in the sectors of interventions. In particular, this evaluation will serve in assessing key elements of relevance, effectiveness, efficiency, sustainability, and early signs of impact among other important criteria. The main users of this evaluation will be the European Union and the Government of Egypt (GoE) represented by key beneficiaries and stakeholders of the programme. The project will be implemented during the period from January till August 2018.
