Project description:

The overall objective of the China Europe Public Administration (CEPA) Programme is to assist the process of economic and social reform in China and to increase the understanding and knowledge of public administration between China, the European Union and its Member States. The specific objectives of the Programme are: - to develop the capacity of the China National School of Administration (CNSA) to contribute to national strategic policy development, to train senior central and provincial officials, to train staff of Chinese training institutions and to assess the procedures for recruitment and promotion; - to develop links between the National School of Administration, Ministry of Personnel (MoP) and the State Commission Office for Public Sector Reform (SCOPRS) and their counterparts in European institutions and EU Member States. The Programme is implemented by a consortium of seven partners led by the European Institute of Public Administration. The implementation of the Programme started on 20 January 2003 and will be completed on 19 January 2007. Activities funded under the programme take place in Beijing and all provinces of China as well as in Europe. The activities of the Programme are divided into 5 main components: - carrying out studies on strategic policies and organising once a year a China-Europe senior forum on different government management issues, - bringing international experiences with public administration and public management to the MPA (Master of Public Administration) programme of CNSA, - providing training modules with knowledge and experiences on public administration in the EU and its Member States by using case-study methodology, - developing a system for institutional and staff assessment, - establishing networks between Chinese and European institutes and administrations. This review represents the mid-term evaluation of the CEPA Programme as foreseen in the Financing Agreement. The overall objective of the mid-term evaluation is to assess progress against objectives and to improve the design and the impact of European Commission managed external assistance by strengthening the European Commission’s ability to draw on lessons learnt of past and ongoing interventions for future planning, programming and project identification. The specific objective of the assignment will be to provide a timely and high-quality evaluation report to feed into the planning, programming and project identification work of the responsible services, and to make recommendations for improvement and in relation to the CSP 2007-2013.
