The objective of the contract is providing the Commission with evidence and analysis to allow it: a) To carry out an ex-post evaluation of Decision 96/409/CFSP and its practical application and, in view of the outcome of the evaluation, b) To carry out an impact assessment for a possible future initiative aimed at addressing the shortcomings identified, including modernizing the current EU rules on the common format ETD and its security features.
