Project description:

The overarching aim of this study is provide an overview of the situation in the Member States in terms of procedural data collected in the context of national public procurement remedies systems. The study should take stock of the data collected currently and/or data collection potential, and come up with a limited number of objective indicators that could be retained at a later stage, in agreement with the Member States and published via a performance Scoreboard published at regular intervals. The specific objectives of the study include: - map and compare the current situation in data gathering in relation to the procedural aspects of public procurement review procedures in all 28 Member States; - highlight the lack of relevant data in the Member States where appropriate; - examine the quality of data gathering in each Member State; - identify commonalities in the methodology for data collection across Member States; - propose a minimum of five objective, measurable and relevant indicators, based to the extent possible on existing data collection processes common to Member States (or else, based on feasible developments in Member State infrastructures), that will help to compare the procedural aspects of public procurement remedies and to measure their efficiency. The study will be conducted between August '17 and April '18.
