In pursuance of the requirements determined by the act dated on 7 July 1994 about the spatial planning, the main objective of the elaboration of conditions and directions of spatial planning in the study is to define the spatial policy of the gmina. It is the answer to the question which relates to aims and measures of spatial management of the gmina in the long term. According to the administrative division the gmina of Chmielnik belongs to the Kielce poviat in Świętokrzyskie Voivodoship The gmina of Chmielnik is situated 33 km south of Kielce. To the north-south the length of the gmina is 17 km but to the east-west it is 16 km wide. The gmina of Chmielnik encompasses the area of about 143 km2. The residence of the gmina’s authorities is located in the city of Chmielnik. Administration Unit of the gmina of Chmielnik is composed of 25 rural communities. Population of the gmina amounts to 11 850 inhabitants including the population of the city which is 4259 inhabitants. Average population density is about 90 people per km2. From the north-west to the south-east in the area of Chmielnik runs the road no 73, which improves communication between Kielce and Tarnów. According to the physical division of the voivodoship elaborated by J. Kondracki the north part of the city and the gmina of Chmielnik belongs to mezoregion Pogórze Szydłowskie (makroregion Kielce Upland), while the district Niecka Połaniecka (makroregion Niecka Nidziańska) is in the south.
