Study on the potential of impact assessments to support environmental goals in the context of the European Semester

The purpose of the study is to describe and assess Member States’ IA systems potential and appropriateness to support evidence based policy making that can contribute to avoid costs, in the 25 Member States for which CSRs are adopted, to support the input in the European Semester process on environmental protection and resource efficiency, both within the European Commission and on the level of the Member States. Focus should be only on those CSRs which have environmental relevance. Concise conclusions and the used sources should be presented per Member State and for the 25 Member States as a whole. The study covers the following tasks: Task 1: Formulation of a framework for the evaluation of IA mechanisms applied to the Semester CSRs in the Member States Task 2: Assessment per Member State if key conditions of IA for CSR implementation are in place Task 3: Assess the cost-avoidance potential of IA on the basis of existing ex ante or ex post evaluation of Semester-relevant policies in the Member States Task 4: General and Member State specific recommendations EPRD is engaged in task 2 and 3 and is responsible for related research in Poland, Croatia, Denmark, Estonia, Latvia, Lithuania, Romania, Slovakia and Sweden.
