The MTE shall provide an overall assessment of the progress of the SAIS programme to-date. The evaluation shall provide an overall assessment of the performance and impact of SAIS. SAIS is composed of four sub-objectives / components: Objective 1: To establish a knowledge-sharing network for innovation support among the Lead Institutions and other organisations, institutions and stakeholders within the four participating countries (Namibia, Zambia, Botswana and Mozambique). Objective 2: To strengthen and enhance human capacity related to innovation at all levels, from policy to practice. Objective 3: To adapt and replicate across the participating countries selected projects and initiatives that support practical outcomes that enhance innovation. Objective 4: To plan an institutional framework for long-term regional innovation and cooperation based on alignment with the strategic intent of SADC and its members, and on international best practice.
