Evaluation of the PEGASE programmes of support to the recurrent costs of the Palestinian Authority (2011-2013)

EPRD will perform the evaluation the overall objective of which is to provide the European Union, EU Member States, contributing donors, and the international community with: • an overall independent assessment of the performance of PEGASE Direct Financial Support programmes and complementary EU support programmes aiming at supporting the PA to implement relevant policy and service delivery reform in line with the national development agendas, in meeting its overall and specific objectives; • lessons learnt and recommendations to improve the effectiveness and efficiency of PEGASE DFS programmes and complementary actions to support the PA national development agenda, which aim to build strong governmental institutions as the basis for the future independent Palestinian State. In particular recommendations on improving the instrument towards a policy dialogue tool covering policy/fiscal reforms and service delivery and to improve its gender sensitivity is expected. The evaluation will cover the period February 2011 to December 2013 and will be performed from January to May 2014.
