Mid-term Evaluation of Building Trade Capacity through Customs Modernization in the East and Southern Africa Region

The World Customs Organization’s (WCO) together with the Finnish National Board of Customs (Finnish Customs) prepared a three-year (2011−2014) project: Building Trade Capacity through Customs Modernization in the East and Southern Africa Region, which addresses the very needs in the ESA region. The Project is to be carried out by the WCO with Finnish development cooperation financing and largely by experts of the Finnish Customs. The objective of the Mid-Term Evaluation (MTE) is to provide an external independent analysis and assessment of the Project with regard to whether it is on track towards reaching its intended objectives. The other purpose of MTE is to review the scope and approach of the Project, and make recommendations on possible adjustments, in order to ensure effectiveness and sustainability as well as to adapt to the changes that have occurred in the Project’s environment both in the beneficiary countries and organizations as well as in Finland. The MTE shall provide the competent authorities with recommendations on how to ensure and improve relevance, efficiency, effectiveness and sustainability of the WCO Project.
