EUD Delegation in Kyrgyz Republic

The overall objective is to support the Government of the Kyrgyz Republic in the development, implementation and monitoring of effective poverty reduction policies, improving living standards and ensuring access to social services for vulnerable sectors of the population. The specific objectives are stated as follows: - to contribute to the preparation of a sound, effective and efficient EU Sector Policy Support Programme, with a focus on Social and Child Protection, aimed at strengthening sustainability and impact of the reforms and consolidating the results achieved under the previous sector policy support programmes; - to support the EUD in the development of the intervention logic, providing technical expertise for gathering baseline data, costing the planned reforms, ensuring long term sustainability and financial affordability of the reforms proposed under the EU SPSP, supporting the Kyrgyz Government's efforts in finding fiscal space for the implementation of the reforms, building consensus among stakeholders on the policy directions and ensuring that the proposed interventions are consistent with others programmes implemented by the Government and by donor agencies in the sector; - to support the EUD in drafting the identification and action fiches and annexes documents, including logical framework matrix complete of relevant and verifiable indicators, risk management framework and other documents listed as annex to this ToR. The project will be implemented between October 2013 and April 2014.
