The overall objective is to provide a detailed review of the implementation of the SPSP KG 2011 and to enable the EU to use the outcomes of the reviews for decisions on instalment disbursement and programme execution. The specific objective is to conduct two review missions, one during the fiscal year 2013 for the disbursement of the first variable instalment and one during 2014 for the disbursement of the second variable instalment. The first review mission will verify compliance with conditions attached to the release of the first variable instalment. The conclusions of the first review mission will be used to decide upon the disbursement of the first variable instalment of the SPSP KG 2011 (of up to €5 million). The review is scheduled for September 2013; The second review mission will verify compliance with conditions and/or achievement of targets attached to the release of the second variable instalment. The conclusions of the second review mission will be used to decide upon the disbursement of the second, variable and final instalment under the programme (of up to €5 million). The review is scheduled for September 2014. The assignment will be implemented between September 2013 and September 2014.
