Project description:

Global objective is to provide information to the EU Delegation on possible areas of technical cooperation with the state authorities of the Republic of Belarus on issues of treatment, disposal and general management of hazardous waste, pollutants, persistent organic pollutants, and on ways to reduce their volumes and toxity. Specific objectives include: 1. To prepare an overview of the current state of affairs in Belarus for the main pollutants (NOx, SO2, PM, NMVOC, ammonia, heavy metals with special attention to mercury, persistent organic pollutants and others). 2. To prepare an overview of the current state of affairs in Belarus for the treatment, disposal and general management of hazardous waste, POPs and control of these activities in accordance with the requirements of the Stockholm and Basel Conventions. 3. To prepare an overview of the existing projects of technical assistance in the field of treatment, disposal and general management of hazardous waste, POPs, emissions of pollutants into the air. 4. To identify key issues/obstacles in transition to the European standards and practice for the treatment, disposal and general management of hazardous wastes, reduction of pollutants emission. 5. To prepare suggestions for potential future projects of technical assistance in this area. 6. To organise three seminars in Minsk; two of them – on treatment, disposal and general management of hazardous waste and emissions of pollutants, and the third one – as the final seminar on the results of the conducted study. Project will be implemented between September 2013 and January 2014.
